This study aims to examine the text of the book Rawā’i‘ al-Bayān fī Tafsīr Āyāt al-Aḥkām min al-Qur’ān by Muhammad ‘Ali al-Ṣābūnī. This study is a qualitative study using a library research approach. The primary source of data is the book Rawā’i‘ al-Bayān, while secondary data is obtained from relevant literature. The results of the study indicate that al-Ṣābūnī not only interprets legal verses using a fiqh approach through the presentation of scholars’ opinions but also consistently reveals the wisdom of legislation (al-tasyri‘) at the end of his exegesis. This wisdom is the result of a comprehensive analysis of linguistic aspects, asbāb al-nuzūl, the contextual relationship of verses, and a comparison of scholars’ opinions. Thus, this exegesis affirms that Islamic law is founded on the principles of public interest, justice, and the protection of fundamental human values. This study demonstrates that al-Ṣābūnī’s approach is relevant in bridging the understanding of Islamic law, making it not merely textual but also contextual and oriented toward the objectives of the Sharia.
